EU Fleet Reduction Too Slow

To the extent that the situation can be assessed, the Commission believes that the continuing steady reduction in capacity observed is too small.

Considering the constant technological improvements which cancel the effects of capacity reduction, and the poor state of many EU fisheries, particularly for demersal species (living close to the sea floor), which require substantial reductions in fishing effort in order to achieve sustainable levels of exploitation more is needed.

The Commission believes that the system of limiting fishing effort at EU level, while providing incentives for capacity reduction at national level, should, if properly implemented, deliver a more rapid reduction in EU fleet capacity.
