Few Recreational Sea Anglers seem to be aware that the EU already requires countries to make a return of the amount of fish of several species, including cod (from the North Sea) and bass (from all around the UK coast) taken in the Recreational Fishery.
The regulation (which is already in force) is EU regulation 2008/949/EC (which has already been implemented) - 'a Community framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the common fisheries policy'

The regulation also lays down methods that countries can employ to assess the recreational catch, and the level of accuracy required.

Meanwhile, in the United States, much more ambitious proposals for a register of Recreational Saltwater Anglers, to be used to look more closely at their catches and impact has been put back until next year. It's likely that managers, both in the UK and the EU, will be closely following the American proposals with an eye on implementing something similar here.
